Mill Creek Estates is located on the west side of the City of Springfield, Illinois. Phase I, consisting of 212 homes, was completed in 1998. The developer, Charles Robbins, began work on Phase 2 of the subdivision that same year with the final lots being sold in 2021. Phase 2 consists of 8 plats and a total of 184 lots. It is generally located north of the West Road Park and Stone Creek subdivisions, east of Meadowbrook Road, south of Mill Creek Estates Phase 1 and the Sim's Western Acres subdivision, and west of the West Koke Mill subdivision. There are two common areas including a detention pond located off Greenbriar Road.


Restrictive covenants apply to all lots. Mill Creek Estates, Phase II, Homeowner's Association, Inc., a non-profit corporation, was formed to maintain the common areas and enforce the covenants for the benefit of all homeowners. Following the sale of the last lot, control of the HOA was turned over by the developer to the homeowners at the first annual meeting on June 30, 2021 and the initial Board of Directors was elected.
